No. There is no iOS simulator that runs on Windows, as there is no Xcode that runs on Windows. You need a Mac to properly develop for iOS
Just purchase yourself a second hand mac or a mac mini. It’s a LOT easier - especially with debugging.

i suggest to you install Hackintosh
I wouldn’t necessarily suggest additional complication with a Hackintosh in a professional environment.
Mac mini’s are around £450 and a lot cheaper on ebay. For a professional setting it’s not gonna be your biggest outlay.
And for home it can double up as a media centre
