PlayStore rejecting App

Im trying to figure out why Google keeps rejecting my app.

Apache Cordova
The vulnerabilities were fixed in Apache Cordova v.3.5.1.

cordova platforms ls
Installed platforms: android 5.1.1, windows 4.3.1
Available platforms: amazon-fireos, blackberry10, browser, firefoxos, webos, windows8, wp8

is there something else i need to update?

When I upload my app to the Playstore, I follow the steps from the docs

Maybe you didn’t create the release version of your app or not didn’t sign it. These are the reason I think that they could reject you
