Hi,
Is there a way in Ionic 4 for two mobile phone to communicate with each other using wifi or local area network? Or maybe if there’s a way for one mobile to act as a server and the other will be a client to connect?

There is a plugin that you can start a web server for android/ios.
Never used, but it looks nice.
