Ionic for webapp?

I do not understand…
This framework can also used for developing webapp?
Is it same of other? I developing the web app…and if I have the necessity to develop also as native application, I using tool like phonegap??.

Right now our official browser support is mostly webkit based browser (chrome, safari,)

So you can use it for the web, but it’s not going to work well everywhere.
