Currently I am developing mobile websites with Bootstrap. However it has touch limitations. I would like to develop the same using Ionic. Is that possible?
That means, I will upload html/css/js to my webserver. My website’s backend is php.
I am on Windows XP.

Ionic is focused on building native/hybrid mobile apps rather than mobile websites.
It looks like the newer versions of Ionic are aiming to work with true web browsers in addition to webview containers. "Ionic 2 is focused on building both native/hybrid apps though Cordova, as well as adding the ability for Progressive Web Apps and Electron .
