Downloading appflow update on iOS gets to 16% then errors with "The operation couldn’t be completed. No space left on device"

I just released a new version of my app last night and every single iOS device is getting the same error:

The operation couldn’t be completed. No space left on device

The app will download 16%, then fail with this error.

I know 2 of my devices have several gb of free storage on the device.

Any ideas why iOS is doing this?
