BUG: Android 4.4.2: A textarea doesn't scroll

I tried beta 6 and the nightly. Broken on both.

#Description
A textarea with a height smaller than the amount of text does not show scrollbars and does not allow you to see text you are typing beneath the viewable text area.

#Devices
I am experiencing this issue on android only. Samsung Galaxy S3 with latest version of android.

I just checked this out, seems to be working for me. Though the textarea needs to have focus first.

I used this as a base for testing.
