Why are there two config.xml files?

I currently use the www/config.xml file to add my plugins and app version number. Should I be using the root config file to do this?

Do I need both config.xml files or can I put everything in the root config.xml file? If I need both, how do I use each of them and how do both config.xml files work together when building for ios and android?

I think this is a good question.

I have many issues and I have to rename multiple config.xml files before compiling, it’s a real mess.
