I’ve read about this Ionic Dev App that is just like a native deploy where I can test my app on my devices. Where can I get / use this?

Where did you read about it exactly? Can you provide a link?
Right now “Ionic View” exists where you can view projects that you uploaded to “apps.ionic.io” via calling ionic upload on the command line.

That is speaking about a future offering. You notice that clicking “Sign up” brings you to an “early access” form you can fill out. It is not offered yet as far as I know.
