You could use the native Google Maps functionality provided in the Google Maps native plugin. You can find it over here:
However the scope of your question is a little bit unclear to me. Do you just want to show a particular part of a map or do you want to implement something really big offline?
have a look at this plugin. It uses leaflet.js and cordova to create offline maps for ionic apps.
