Did you even read the error message?
It looks like you sudo npmed some packages (or maybe the app itself), and npm created the node_modules folder as a folder that your current user can’t access…
This is why I created a Docker image to develop Ionic Apps, no more worries about permissions or versions of npm, Cordova or Android.
