Upload image from browser - PWA?

There are lots of advice on uploading images from a mobile device.
How about from the browser? In ionic2 are we able to do a drag and drop of a file onto the browser or at least navigate to a file for upload?
Is this something that will fall under the PWA category and I should sit tight for that?
