But it arabic is the default language in your device, maybe you can try without setting the ‘locale’ variable. Maybe…
Sorry, like arabic or chinese, I haven’t worked yet on that kind of code. 
Still, for arabic the question has been raised with ionic v1, maybe you can start to build a library on top of this one https://stackoverflow.com/questions/8851384/arabic-tts-text-to-speach-library-for-android, with the help of some engineering university?
