Scroll is being disabled to ion-content after modal box was closed

Steps to reproduce:

  1. Have ion-content element
  2. Open action sheet
  3. Hide action sheet, and instantly open a modal box
  4. Hide the Modal box
  5. Scroll on the ion-content goes all the way down (which is also a bug), and now the scroll inside of it is disabled.
