Popup window over native calls

Hello Everyone,
I’m new to Ionic and I wanted to know if it is possilble to implement:

  1. Listen to Event on receiving calls
  2. Display a popup window on top of the native phone app

If it is possible how can I implement or where can I find a tutorial or something?
