Ionic Video player with draggable layout

Hi,
Anyone having an idea about how to set a draggable layout in an app screen to display the playing video in the ionic v4 app.

The layout of the player should be similar like when we open a youtube video in the WhatsApp and it opens in the chat screen itself and it is draggable over the screen.

check it out ion-reorder, with this component you can drag item up-down.
