I know this is a somewhat old thread. But for anyone else experiencing this problem in 2022.
This error came about for me after I installed the latest version of Xcode via app.developer.com and not through the App Store. Xcode was installed into the Downloads folder, and that caused this active developer directory issue. All I did was remove Xcode from the Downloads folder, and replaced the older version with the new version inside the Applications directory, and the issue was fixed.
