I want to know whether is it possible to implement offline video download in ionic version 2.2.1 like youtube ?

If I really understood your question. Yes!
First do a download of the video and after select it to play.
To do a download you need to be online, can not be offline.
But to play a local video downloaded you may be offline.
There are different things to do and for steps.
Cannot do all together, I think.
