Ion-scroll for a particular row inside ioncontent

Hi

i have two rows in ion-content i need the first one to be static and the second row to have internal scroll,

i have used ion-scroll inside second row , but entire screen is getting scrolled in ionic 3

kindly suggest a solution for this
