Thats definitly possible, but I don’t know if the response times of the images are better on a native app.
But you have to make a custom plugin for the Filters for android and iOS with https://opencv.org/ and a little bit tinkering from scratch. Or you could use some AR service(wikitude,CraftAR,ezAR,…) and or features for the filters.
The messaging / sending / reciving /liking part can be perfectly done with ionic.
