Try installing app-script from npm

npm i @ionic/app-scripts
or
npm install @ionic/app-scripts@latest --save-dev

could you print your nodejs version

node -v
or
nodejs -v

My team member got it. What she did was uninstall NPM and simply downloaded older version.
