Run the same command with --verbose added at the end and post its complete output please.

I have upgrade “ionic-angular”: “^3.9.2”,.
ionic serve is working fine but
ionic cordova platform add android not working
i.e., android project unable to create

Well, according to your first post you were already using that before. But well, if it works.
