Can i make ionic using HTML, CSS, JQUERY?

I want to make a dynamic image album app with some flip view like book. i am unable. so is it possible to make to make in android in ionic using HTML, CSS, JQUERY, PHP. In Angular i didn’t find any tutorial for flip view like book.
