My guess would be because after they started testing and getting user feedback about lazy loading they’ve decided to leave what they have in place, but have also decided to take a step back and think about how to go implementing it in a way they feel is best.
For lazy loading to be a net win for apps with multiple components that are shared amongst several pages, somebody is going to have to figure out a solution to this.
