Are you using the Facebook plugin, if yes, sounds like a duplicate of https://forum.ionicframework.com/t/ionic-android-build-error-failed-to-execute-aapt/
Otherwise sounds like a cordova-android@7 incompatibility problem, maybe then ** [done] Ionic app doesn't run or build
Unfortunately not a direct solution, I guess to find the solution you should maybe remove/add the platform and then add one after the other the plugins till you find the one which brakes the build
