Where to define global callback?

I need to be able to show and process a popup from anywhere in an app, so Im writing it as a service. However, where do I define the actual callback triggered from ng-click? i.e.

$rootScope.logout = function() { Logout.show(); };

This needs to live somewhere so its always defined.
