When i am click on textbox that was highlighted with color and it was dragable also how to avoid that?

I am using Ionic frame with ng-cordova , i am runing app on device at that time if i click on text-box border is highlighted and then if i am scroll that text-box also moving up and down how to fix this issue

i am running on 2 device
android 4.1.2 no-issues
android 4.04 getting issues how to fix this
