I would think that app-scripts needs to do the update explicitly as the way webpack is used in the Ionic build process is not totally standard.

Saw an exchange on Twitter between Dan and some others before webpack3 was released.

So I assume that the Team has already played around with it and is waiting for the right moment to update ionic-apps-script. But keep in mind that even angular-cli is still on webpack2 on the Master Branch.
