I don’t see any PHP code here, just an HTTP request to a php server right?

I think the specified error is because you are trying to stringify a JSON string that is already a string. Try assigning the body as a json object maybe? let body = {"ID":"3","ITEM":"blah","STATUS":"0","CREATED_AT":"2016-07-21"};

Just pass ordinary objects as the body of Http requests. No need for all this manual JSONification of anything.

I think the error is in your PHP code I think it should be if(isset($_POST['itemId'])).
