I tried it again… and yes… every stuff/button between ion-content is not clickable 
I can not imagine that nobody else has that problem…
Now i build a simple template with a button that increments a variable.
if there is ion-content around on android 4.4 and ios6 devices, i can not click the button.
if i remove the ion-content around it -> the button works.
I have no custom css… only an index.html.

I just tried this with android 4.4 device and iOS 6.1 simulator and things work fine. Could it be your function? Try to debug it using a simpler function like mine

But in my case i use requirejs and own scss to overwrite some ionic variables.
i can not imagine what happens.
When the app starts and i click very fast on a button it works. but after some time… maybe ionic is ready i can not click anything between ion-content. Header and footerbar / nav-bar is working very well.
Even if i do not use a controller.
Only load ionic over requirejs, bootstrap my app.
In the body tag is the ion-content with a button … on the webbrowser everything works fine 
Maybe there goes something wrong after ionic-platform is ready.
Because you can see, that the tap does not reach the button (no color change or feedback).
Maybe the ionic fix in beta5 for requirejs missed something?
i do not have that problem with beta4.

It is an requirejs issue.
I load angular, ionic, ionic-angular in my requirejs config. On non-mobile-browers it works quite well.
When i load ionic in my index.html it works.
It would be nice if it is possible that you can load ionic with requirejs

Require.js isn’t really recommended for angular/ionic.
