I updated the title of my post since the issue I document as nothing to do with a particular version of Android but rather the fact that “it is how it is suppose to work on Android”
Regarding the article you linked, the PR has been merged in the camera plugin since mid-January 2018
I solved this by selecting images from Gallery instead of directly taking picture from camera. As this is not happening in all mobile models, i have given user two options while selecting picture. So the users experiencing crashes can select images from gallery. This is just a work around

I modified the CordovaInterfaceImpl.java file because I use the facebook plugin, but still no resume event has been fired after app restart

It was a long time ago so difficult to say. Also I have the feeling that in my case the event was fired, just the content was empty (= null). Sorry for not being able to help much.
