Scrolling not working on samsung s3 (android browser) and iphone 4s

We have developed a mobile version for our website using Ionic framework, it’s working fine for most devices but scrolling is not working at all on samsung s3 android browser and also in iphone 4s, when we converted it to apk it’s working fine in all devices including s3 , can any one help how to fix this?

First off take a look at this

Ionic is focused on building native/hybrid mobile apps rather than mobile websites.

This being said you may not get a consistent experience when using the code as a site, instead of an actual app
