Well then what do you see when getting there? If you go to developer.apple.com --> account (right top of the screen) and login. Then go to certificates on the left side menu. That’s where you should see the screen from your screenshot.
Do you have a paid developer account ($99 per year)? If not, you don’t have access to a lot of features, like adding certificates
