I use geolocation plugin and if I disable GPS there is no response from plugin…

As intended. Maybe you could think of WiFi triangulation? I think there’s a pretty good reason why you can’t retrieve GPS if it’s turned off.
Yes, if is GPS turned off I would like to use WiFi or mobile network. Is it possible with ionic?
I understand your question and your best bet is searching for WiFi-triangulation solutions. I don’t believe there are any out there especially build for Ionic at the moment.
