can anyone explain me Ionic plans? I really don’t understand them… I want to start learning Ionic framework to be freelance, but can i make apps with ‘Free plan’ and sell them to customers?

I think you can learn ionic and make apps without any of their plans.
If you woud user their services than you have to think about a plan.
The plans are for a service called “Ionic Pro”. You can develop and sell apps without using Ionic Pro.

Yes you can
For iOS you need a MAC and a Dev license
For Android, a Play Store license
