Istore rejects app for storing content on ICloud

I am trying to get an app approved and I keep getting rejected for:

“Apps must follow the iOS Data Storage Guidelines or they will be rejected”

They also say: “On launch and content download, your app stores 6.44 MB on the user’s iCloud, which does not comply with the iOS Data Storage Guidelines.”

I am using local storage but have saved in my config.xml

I also only have the emulator to test with right now so am really struggling. Any ideas?
