Is there a plugin for Road traffic data?(Not traffic layer on googlemaps)

I need to create a conditional statement wherein I will use the heaviness of traffic on the road where I am currently in. Specifically just like how waze works is it possible to create an app like that?.Is there API for road traffic? thanks your for the help godbless!
