iOS DevApp Australia "Item Not Available"

The links provided in the documentation for the Ionic DevApp don’t work for me. I get the following error when opening the link in iTunes:

Item Not Available
The item you’ve requested is not currently available in the Australian Store, but it is available in the U.S. Store. Click Change Store to view this item.

If I click the provided button to change to the US store, I get another error:

Item Not Available
The item you’ve requested is not currently available in the U.S. store.

What’s the correct procedure to get the DevApp for developers located in Australia?

Same issue in the UK App Store. I suspect it got disallowed or something. I sent Ionic a tweet to see if it’s just a temporary problem.
