I published an article about lessons learned implementing a hybrid Bluetooth app with Ionic 3 that runs on Chrome as PWA and natively on iOS and Android.
The app is available as a Starter and as source code on Github.

This Ionic 3 Starter App runs on Android as a PWA, just on the Chrome browser. We never felt the need to compile it natively for Android. Please, if someone would like to try. Cordova supports Android Bluetooth too.
