In windows app header moves up when screen loads and normal after scrolling

In my windows app header moves up when screen loads.
Any one have any solution for it.

In ionic 2 you can set the overlayStatusbar and fullscreen property very easy:

you can use the cordova-statusbar plugin to do this also in ionic 1.
