How to do a custom control like this

Hi Guys,

Currently I have a project need to do a custom control like card picker.
See red color box:

  1. card picker control can bind to the item collections, user can use up and down arrow key to switch different item(card).
  2. Selected card appear bigger than un-selected card.

Don’t know if there is any ready control I can modified? Or I should to create my own controls.

Any suggestions?
