Expand element on overflow with has-bouncing

I’m wondering if anyone has been able to modify elements when you reach the top or bottom of a page? For instance with has-bouncing enabled and you scroll past the top of the page an image “zooms in and stretches” the amount of distance the scroll has exceeded. An e ample of what I mean can be seen in the iOS CNN app. Open a read page in the app and try to scroll up while already at the top of the article.
