Cost estimate for a push notification application

I got an idea for a simple application. The users would select notification channels. (Toggle)

Then the administrator could push notifications and users would receive notifications only if they toggle the radio button that correspond to the notification channel.

I wonder how would be the cost to develop that kind of application for Android and iOS?

For someone that’s ever play with notification it’s maybe 1 day of work. (it could take a lot of time if you never use notification)
If you need to create a register/login/logout/toogle/admin page (if the back office service already exist) with standard design you can add 1.5 or 2 days.
