Can I use ionic without any framwork?

And if so, how I do the config thing

The short answer is yes.

What config settings are you referring to?

I mean config is like the platform style. Like “md” and “ios”

I think this is one of those cases where just because you can do something doesn’t mean you should. I get that frameworks involve learning curves, but they provide a lot of support for doing things that web apps need to do. You’re inevitably going to end up rolling your own framework, and do you really think you’re going to be able to do that as effectively as dedicated teams of experts that have been working in this sphere for years; to say nothing of the massive amount of time investment that would be required in addition to writing the unique parts of your app? I couldn’t do that.

I am just a backend programmer, so I do not think I need to learn those frameworks. But anyway, I choose vue soon after they have support for vue now.
