Can i only have left side of the screen scrollable, while other part of the screen is fixed?

I’m trying to build a tablet application, and i only want left side of the screen to be scrollable (which is like a list), while on the right side, is some static content i want to show which is not scrollable.

Do i use something like ion-scroll for the left side while right side i just define a non-scrollable area?
