Can i just use the CSS portion to build website works on Android 2.x or other browers?

The ionoc is impressive, and i want to use it in my mobile website, but not apps.

can i just use the css portion to build website works on Android 2.x or other browers without interaction or animations?

http://ionicframework.com/docs/#browser-support says Android4.1+.
If I don’t build apps, just websites, can i use ionic on old Android devices or browers?

Seeing as the styles are provided, it doesn’t seem to difficult to work with basic divs. Have you checked out the components section? They provide a nice break down of the components using basic html mark up and not the angular directives.
