After splash screen blank home screen

Webpage not available
The webpage at http://10.90.25.108:8100/ could not be loaded because:
net::ERR_ADDRESS_UNREACHABLE

Did Firewall settings "keeping the port open"
Restarted wifi laptop tablet and phone as well but no result.
App running well in browser.
Please help me out from this problem.
@mhartington please help us.

It is running in only Moto devices.
But not running on other device. Is it the problem of mobile browsers ?

Got the Solution while remote debugging on crome.
function(error){
console.log(error);
return [];
}
service.js have some wrong code.
Dont know still this was running in moto g devices.
